Unfortunately Tiba, the Haitian constitution cannot be amended in a matter of days. The Constitution has laid out in Title XIII the process by which it must be amended.
President Clinton by example has worked with the US Congress to increase the salary of the President from $200,000 a year to $400,000. President Clinton lobbied Congress hard for the passage of this legislation, however, he could not benefit from it. The new salary was effective with the new president.
The Haitian 48th legislature must not benefit from the amendment it has approved to be considered.
As it relates to multiple commissions created to study the "dual citizenship" issue, it may be too many but it is not as simple as you may imagine.
Even though we are overdoing it. It is called: politic.
Also, Go to the web and search other entities living in the US. One organization cannot attend to the needs and aspirations of the thousand haitians spread all over the world or be the conduit of their ideas, therefore, there will be a lot of haitian organizations.
Why do we have more than one million non-for-profit organizations in the US?
It is one country.
Have faith, the dual citizenship issue will be resolved.
See my illustration-reponse to Dark Knight.
A la revoyure!
