I have wondered about the electricity situation in Haiti also. There has to be some country with experience and knowledge about harnessing wind and solar for power.

We should consult with them. And in consulting with them about Haiti's electricity power situation we should learn from them. It seems that foreign powers are willing to take over or "Privatize" Haiti's utilities but not teach the country to build and sustain it's own infrastructure.
