Right about what?

I am not quite sure. The situation described does not seem real to me. Unless there are few steps missing.

Canadians who are trying to help Jacmel pickup the pieces after 1.12.10. might gave up because some local officials are giving them a hard time...

Why don't they discuss the situation with upper echelons on both sides: Mr. Rene Preval and the International Community?

A viable solution may be found in seeking assistance along with extra exterior military assistance.

It seems to me that the overall objectives here are the reconstruction of Jamel.

Drug traffics and money laundered have long been the staple for new millionaires in the third world while industrialized nations looked the opposite way.
If the problem is real, I hope that all parties will find a way to agree that they all want one thing: The betterment of Jamel.

(Political stability, contentment of constituency, cash flow, just to name a few).

By the way, I do hope this "B.Shield" exists and is not someone who is trying to impersonate me again.

"Shield" is not my name. but pretty close to it though.
