What do you Suggest for a Better Haiti?

Haiti have foreigners trampling its soil, they may loose the "sac with the crabs" "sack la at tout crab la" as the Haitian saying goes. The elite and middle class are not the ones causing the insecurity of the country.
The Bidovilles pauses a serious threat not only to Port-au-Prince but to the future of the country in general.
Haiti cannot attract foreign investment, tourists, and diaspora businesses due to security issues.
The overpopulation in the Bidonvilles exacerbate the garbage problem in Port-au-Prince, plus they are an eye sore in our capital.
There is an estimated 300thousand people living in City Soleil alone.
They need to set up check points and curfews in that area. Of course they have rights, but the needs of many supersede the rights of a few. For the betterment of Haiti, the Bidonvilles must be constrained.
Their residents must be encouraged to move to the provinces.
They should be given some incentives to move out of the capital, perhaps some land to resettle.The government should start requisitioning the land that was stolen from others and redistribute it to the landless poor. What are your suggestions to solve the insecurity and the overpopulation of Port-au-Prince?
Social security numbers are necessary to keep track of retirement and unemployment benefits and who paid their taxex.
The government can acquire its in taxes in advance from each individual every pay period.
Tax codes would keep track on business taxes and licenses.
The US model for collecting taxes have been emulated by countries around the world, why not follow a winning strategy.What are your suggestions?
