Hello All. Long time no talk. I see that we have quite a few new bloggers.

And it was really good to see that the conversation had gone back to our normal discussions and arguments instead of the insane Malbranche thing that was going on when I left. Anyway, I thought that I would wage into the posts about what to do about Cite Soleil and the overpopulation issue.

Some of you have suggested that we isolate these people through some form of marshal law or curfew.

Others suggested that we "constrain" them to move back to the provinces.

The first thing that needs to be understood is that if it were not for our past government's failed policies, these people would not now be overcrowding P-au-P. As this is a fact that can be checked out by anyone who is interested, I will not elaborate further on it. The next thing that should be taken into consideration when looking at this issue is do we want a real permanent solution or do we simply want to put a bandage on a festering sore.

There's a difference between being constrained and being enticed to do something.

With the first, you are more likely to have very bad results.

The first result that you get when you constrain, hence force, a group of people to do something is resentment and hostility.

Whereas, enticing a group of people to make the right choice most always ends up with the people feeling a sense of self-responsibility, self-empowerment, and self-gratification.

Therefore, if you coerce the people of Cite Soleil to move to somewhere else, they will resent you, their resentment will turn into anger, which will then turn to violence, and the circle of violence than just keeps perpetuating itself.

Hence, coercion and constraint are not the answer.

What we need is a forward-looking approach that will result in the people of Cite Soliel becoming strong productive members of society.

How you get people to decongest P-au-P really is a no-brainer.

You offer them incentives that are too good to pass up; you know things like jobs outside of P-au-P., and if the company or the government was to build cheap housing to rent to these people to go with these jobs you would see how fast those people would be willing to get out of P-au-P--all that with no negative effort or repercussion.

Why do we Haitians always try to find limited negative answers like force to solve our problems?

Our solutions should always be forward looking and progressive.
