Rubens, I agree with the social security idea of yours.

We do not need such system in Haiti, but we do need to change the law about each city depends on the say of the capital to make a decision.

What we need to consider is to trust the mayor or the governor of each city to do a fantastic job for its state; so we can start what we call a network.

We can do progress based on the capacity of the city. People do work and pay taxes; therefore the mayor can take care of this partcular city.
