Well Rebecca welcome to the Haitian system of corruption!

Here's what I would suggest, wait to the 26th of February, which is right around the corner.

If he doesn't get the bus out, he then need to get a lawyer and sue the Haitian custom for everything they got, and bankrupt that whole stinken system forever.

Don't be surprised if he get charged another big fee come February 26th.

These mercenaries in charge in that country will never change their behavior unless they get slapped with major "class action" law suit. Unfortunately, Haitians always prefer to keep accepting things just the way they are. These kind of things have been going on for too long and must come to an end.

In my opinion, big law suits could and would be the only solution to cure this raging cancer.
