The Problem:

- The concentration of capital is the source of many evils, even when those who benefit from these misfortunes are closing their eyes to avoid seeing, and blocked their ears to not hear the cries of suffering brothers and sisters living in cited in cardboard and tin cans from scrap.

The children sleep in the streets, starving, until they are sufficiently large to engage in prostitution or strong enough to carry a weapon and become a robber or a kidnapper who kill in cold blood; until day he or she will be killed in turn. The fate of the nation's youth is dehumanizing for any nation that accepts by silence.

- The growth of poverty that can lead to a crisis of hunger with our neighbors who we are today by the stomach.

(In a nutshell, the Dominicans have told us that if we want to eat fresh eggs we should not complain about the treatment they inflict on our citizens or our representatives.) And it seems that it did not hit our sense of dignity that any patriot would make the decision to avoid eating eggs for a while until the eggs we eat are produced at home, in Haiti.

- Today, in the year 204 of our independence, our national budget depends on more than 60% of international aid. If one day these donors decided to cut this aid (as the Dominicans have done in regard to eggs) and ask us to make to live with our own, is what the Haitian people should die for all the country and disappear?

It is high time to recover from this lethargy and do work that is worth these next 25 years.

Several lines of the scheme we propose are already reflected in the "Document of National Strategy for Growth and Poverty Reduction (PRSP)" that the government is preparing to submit to the assessment of international donors.

This plan seems too timid.

It will only continue the growth of poverty, and is doomed to fail in terms of achieving the Millennium Development Goals (MDGs) aimed at reducing poverty by half by 2015. Indeed, if we take into account that there are 4.6 million people of working age, only 800 miles of them have incomes that place them above the poverty line. So to reduce poverty by half of society's most disadvantaged, should be a plan for economic growth can create 100 thousand jobs at least a year for the next 7 years.

Such an effort requires a national mobilization, without prejudice and without malice malicious traditional republic.

But that offers the PRSP in terms of jobs?

So let's look at the alternative proposal as follows:

A-Decentralization, Participatory Management and Modernization
1 - Proceed to the territorial reorganization and redistribution of the national budget based on the devolution of roles within the state apparatus; divide the country into 3 main poles of development articulated in the Far North, Grand Center and the Great South launch a major effort to eliminate slums in major cities and establish strict standards to follow in terms of urban ecology; boost the process of devolution and decentralization by strengthening the capacity and functions of local authorities, while modernizing the infrastructure and public services both quantitatively and qualitatively, a main program, at this level would be the creation and implementation based on a National Cadastre with the role identify and register land titles and distinguished membership of private property from those of the State in order to launch a program to build three new regional capitals, one for the Great Northern, another for the Grand Center and the third for the Deep South.

2 - Establishing a system of administrative control at three levels, local, regional and central, and the reorganization and modernization of various bodies of central government should learn to work harmoniously with the devolved and decentralized structures, and respond effectively the new requirements of decentralized management, and institutionalize the funding of political parties on a proportional basis, so they can afford to participate in the modernization of the state apparatus.

3 - The creation and launch of a series of programs focusing on decentralization, modernization, and participatory management.

These programs focus on projects in the framework of a national effort involving all segments of the nation over the territory and in the Diaspora, by democratizing credit and financial education at all levels to eradicate poverty, create enterprises and more jobs and wealth across the country to improve the chances of individuals capable of society's most disadvantaged who live mainly in the hinterland, a program must provide loans to young people who have worked in literacy programs, reforestation launched by the mayors of the country.

These funds provide access to the acquisition of land belonging to the state, and funding for technical studies and academic, or provide a credit line for opening a small business.

These programs have the power to restore confidence in our young nation and the certainty that we formed a single nation that has regained its founding ideology, which advocates "Joining Forces" a people worthy of its history and aspiring to a better future by observing the norms of contemporary society.

4 - This plan will cover a period of 25 years, and will be conducted in conjunction with input from all sectors of civil society without discrimination and with the participation of organized sectors, such as unions, cooperatives in all levels, and youth groups who will be mobilized for the work of the regeneration of the country, and with all political sectors that will meet the standards of democratic pluralism under the constitution discussed with friendly countries and partners system of international cooperation under the patronage of the President of the Republic, the National Renaissance Program is launched.

B-Accelerated Economic Growth, Employment Creation and Good Governance
1 - Thanks to the new responsibilities of local bodies, gradually the role of central authorities will be reduced, but the central government must also become more efficient and modern and rely heavily on incentives and safeguards to encourage municipal authorities to develop and protect local natural resources.

Gradually, the municipal development will involve the recruitment of new cadres for decentralized public service.

The role of government will not, however, create employment, but rather to provide quality services to individuals, households and businesses.

So it will be necessary to implement training programs for executives of the municipal office.

2 - Boosting the production sectors and services by removing barriers and linking rural communities, villages and cities through communication networks viable in all seasons.

The decentralized structure will allow any Haitian, whatever the location of his residence, to contribute effectively to the growth of his hometown and his country's economy.

This growth will be accelerated to 10% on average annually, over 25 years.

This should enable us to reach the level of development that is today our neighbor.

Otherwise, in state or changing things, we will ultimately disappear as an independent country, at least lose what remains of this independence.

Our concerns are to ensure that economic growth creates decent jobs, reduce poverty and end the process of destruction of our ecology.

In sum, we can become a model in terms of sustainability because we are the generation of hope and the future of this country.

3 - Job creation is a role reserved mainly for private companies.

The state will reserve the right to intervene or to maintain its market presence of free trade when it is dictated by national interests.

But it will concentrate its resources and effort to accomplish its cardinal function of being an impartial arbiter which ensures and guarantees the welfare of the community, while protecting the weaker elements of society.

The Government will work in harmony with local authorities to create a climate conducive to the public and private investment and provide incentives to encourage business creation and production services throughout the country so that they become prosperous and provide decent jobs for our youth, our wives, mothers and fathers of families, and various members of society, which should earn a living with dignity and respect their right to employment without discrimination or abuse.

4 - We must transform the country into a vast enterprise oriented production of goods and distribution services to be classified among the best in the world.

We can not engage in the manufacture of all goods we need or develop all the services we use. But we must be able to produce our eggs and, whatever we choose to produce must bear the emblem of quality.

5 - A number of priority sectors will be central as the Justice and Security, Infrastructure Information and communications, road, sea, air, and for electric energy (production and distribution of renewables); education, industry, tourism, agriculture, handicrafts and fishing, the Environment, Transport, Health.

Distinguishing major sectoral priorities does not imply that the state should withdraw from other common areas.

The central government should encourage local governments to follow suit

C-Building System Safe and gradual return to National Sovereignty
1 - We must build a nation united and coherent within the country, focusing on our children, our youth, our women by establishing a climate of security for all and respect for the law at all levels ; fighting against violence, smuggling, drug trafficking, corruption in all its forms, and international terrorism.

Our country can not become a haven for bandits.

Safety is the primary function of the state.

2 - We must protect our environment, our borders and take control of our progressive public safety, and gradually reduce the proportion of humanitarian aid in our budget, thanks to a dynamic and effective management of our tax base in the order of what every citizen should contribute his or her potential, we must strengthen solidarity among us all Haitians in protecting the rights of those of us who live outside our borders, and encourage them to invest in the country when they have the means, by adopting measures that show that we are all children of one mother country, Haiti.

3 - We must make a constant effort to live in peace with our neighbors and all foreign countries, and continue to maintain friendly relations and cooperation with the international community, both sport and culture, economic security, and also contribute as much as we can to progress and development of the human community.

The solemn vow that each of us must do, my dear fellow, is working hard every day to make this program and earn hero of 1804 and future generations.

Because Haiti is reborn.
