Linda and all:I am talking about abstract concept here! "Determination by the Haitian people to wanna have a clean country before anything." A change in mentality.

I do not have a theory about how the average PaP citizen should dispose of their own trash.

That would be a practical solution.

I am saying there must be in a nation an abstract desire manifested by the people to wanna have a pretty and clean country before the practical solution of responsible government cleaning the streets regularly can happen.

I never suggested Haitian government should sit on its hands and let the people manage their own waste.

But irresponsible government officials are watching the people's reactions.

In the case of PaP, the people just throw the garbage on the streets when it rains and dont even care.
In other words, if the people of upper-Delmas throw their garbage on the streets when it rains so that all that garbage can be washed away and be collected in lower-Delmas then the Delmas city government will never have a desire to pick up trash off the streets since the people show they can get rid of their own trash
A government is a reflection of the desire of the people.

As the Haitian people continue to behave irresponsibly so will its government.
