I don't think so Linda.
In 1915, the American Marines found Haiti in the filthiest condition that you can think of. (I saw the pictures from the Navy/Marines Archives myself) John Candler who visited a great deal of Haiti in the 1840's reported also quite a dirty country.
The Methodist Pastor Mark Bird (the one whose college Bird in PaP is named after) also confirmed most of PaP to be a pretty filthy place.
Certainly, during the 19 + year US Occupation Haiti has seen a great deal of sanitation improvement.
And also Henry Christophe mandated clean streets during his 13 year reign.
PaP has been kept clean during the occupation and some three decades afterwards.
That's it!
Yes, in that regard there is a lot we can learn about a dirty country from digging into history.
Most of what is posted on this blog by you or Tiba can be classified as speculative hypotheses difficult to substantiate.
We can all agree to disagree.
Some of you hope for change from the top. I see change coming from the bottom and change from the bottom can gather momentum all the way to the top.
Preval was not elected to clean streets just to facilitate the return of Aristide.
If you or Tiba wanna be of any service to Haiti, be a leader and galvanize the Haitian people to be responsible citizen by heading back to the countryside to cater the land again, therefore reducing the population growth of PaP and consequently less 'fatras' and maybe the government will feel where the wind is blowing...well just maybe.
So long
