Question: Does The Haitian Goverment Owe You?

I just read an article on Le Nouvelliste and I Have a question:

It appears that the government wants to enlarge an eletric plant in Carefour and it is surrounded by houses.

Now the residents are complaining.

Question: Should the government ask residents to move or should the government tell the residents to move.

Question: if the house was build on land acquired illegally, does the government have to compensate the illegal owner?
