Corruption in Haiti has a face, President Rene Preval

We already know that President Preval was incapable of speech that could inspire the country.

Indeed, in the circumstances most appropriate to do so, he did not. Such is the case just to live when the Haitian nation wept hundreds of thousands of children who had died from the devastating earthquake of January 12, 2010. Sir remained tight-lipped and his first statement was to complain of having lost his "palace".

So, we have not been to New York to play the odd usual President (well, to say the least), but to see to what extent the international community was prepared to accompany the Haitian people after we have just experienced the greatest tragedy of our history of free people.

At this level it was a success.

Not only for the Haitian people, but for all those who believe that change is possible and that this disaster that has caused much harm to the country, can still serve to create a modern, prosperous country where life is good.

The Inter-American Development Bank, IDB, have estimated the reconstruction of the country 14 billion dollars.

But the United Nations Secretary General Ban Ki-moon, probably already knowing the amount to be allocated to support the meeting, had made rather a demand for 11.5 billion dollars in aid and fifty countries and international organizations pledged to donate about 10 billion dollars in response to the earthquake that ravaged our country, leaving behind 270.000 dead, hundreds of thousands of wounded, maimed and orphaned.

Indeed, the international community, through its principal representatives and major international financial institutions, has indicated its intention to provide the aid needed to rebuild our country, which could amount to 10 billion dollars.

But doubts persist due to the possibility that such assistance is transformed into a river of gold where Mr. Preval and his henchmen would go to draw their pockets nicely.

Thus, the United Nations Secretary General Ban Ki-moon in his closing statement, called on Mr Preval, "to demonstrate transparency and accountability" in the management of funds donated by the international community.

Is he really capable of?

Is the patriotic sense will prevail ultimately on the tradition of corruption of its government and its acolytes?

In this context it should also include the declaration of the first Democratic senator from Vermont, Patrick Leahy, who spoke of Haiti made it clear that: "In the past, billions of dollars have been wasted or stolen by corrupt governments, controlled by a few wealthy Haitian families.

Now that the country needs are more urgent than before, we urgently need a credible plan that draws lessons from the past to avoid repeating the same mistakes forever.

Given the situation of corruption that plagues the country, President Préval had agreed at its last visit to Washington last month that the funds donated for Haiti go through an IRP to be co-chaired by the Prime Minister of Haiti, exercise, and the special envoy of Secretary General of the United Nations, which is the former U.S. President Bill Clinton.

The Interim Commission for the Reconstruction of Haiti (HRIC) is predominantly composed of donors.

Despite this arrangement, doubt persists about the diversion of funds allocated to country because everyone knows that this government has mastered the art of rolling the international community in the flour.

So no need to say that the funds will be difficult to disburse, as representatives of donors who are the majority in this committee will take the time it takes to be sure that they disburse the money does not go directly into the pockets of those who are already licking their chops at the opportunity.

They have experience on their side and, say, tacit support of the President of the Republic.

For his part, Mr. René Préval has never hesitated to show he is the corrupter in chief and he even chaired the bribes the most vulgar of the country.

It's one of those cases that caused the death of Henry Robert Marcello, one of the flagships for the fight against corruption in the country.

The regime of Mr Preval had traced his case with an example to scare anyone who would oppose corruption in the country.

But, despite much that you regret the loss of Mr. Marcello, the system of Mr. Préval does not always win and there will always be dignified and brave Haitians who oppose it, even at the ultimate sacrifice.

Dear Mr. Marcello, we salute you wherever you are with respect and admiration.

Of those who resisted the corrupt regime introduced by Mr Preval, we can also cite the case of young students, the future of our country.

Many have preferred to choose exile rather than pander to the team who wanted the presidency at all costs to comply with the regime of corruption.

Indeed, these are young people who have turned exile into a godless act of heroism.

There is also the case of transport sector unions.

This may surprise many people, yet this sector also has not succumbed to the pressure of obscure forces of the palace.

President Preval has certainly messed up, for example, an excellent project for modernization of public transport, buying cheap buses that are not suitable for roads in Haiti, just to run errands.

When he thought the union was ready to launch, in protest, a strike call, he did not hesitate to offer a substantial subsidy of 39 million bottles for the new school year. But immorality in all this is the following.

One hundred children had perished in the collapse of a school in Nérette and there were dozens of wounded.

Mr Preval's government had promised to give support to one million dollars to relatives of victims to help them recover from their setbacks.

But the Minister of Education was ordered to give subsidy to the union government to protect the drivers' strike, and despite repeated requests from parents Nerette, they were neglected.

Finally, in an attempt to make the most hardline leaders of the union sector, Mr. Preval did not hesitate to use cunning and influence he has on justice in seeking to incarcerate them. Having failed in this attempt, he returned to the use of money as the main weapon of submission.

And now, this weapon is expertly handled by Mr. Preval and his cronies who are now say that resistance is futile when they have funds in hand for the international community has chosen to allocate the country's reconstruction.

One could continue listing the misdeeds of Mr Preval, but after that we should ban the reading of the text to children under 18. As we know, the Republic has never fallen as low as during the times we live. For all meetings of corruption were held at the palace, sometimes under the chairmanship of Mr. Preval Direct or one of his close associates.

And the disgusting actions were enacted in the presidential pharmacies.

For example, Mr. Preval, instead of presiding over the elections free, fair and inclusive took advantage of the weakness of political parties to humiliate them in the presence of the nation through fraudulent elections.

For some time, it is journalists who are targeted.

The media workers who seek to resist attempts to corrupt regime, they should know self-censorship, or they risk losing their job or the worst could happen.

Because the system is subtle and heavy-handed and strong.

It is in this context that we are moving towards a genocide against the Haitian people and this is maintained in a silent accomplice in the press.

Indeed, immediately after the earthquake, we have publicly proposed the Government to Mr. Préval to launch a program of decentralization of the capital.

For, as is accepted today by several prominent members of the international community was the best way to protect hundreds of thousands homeless.

Mr. Preval and his cronies thought that preferably the presence of these masses of people in the capital was for them a windfall.

He wanted to use the survivors of the disaster to pressure the international community to help. Thus, they could make money by supplying those living in camps in Port-au-Prince with money provided by the aid. Journalists have fallen into the trap of believing that Mr. Preval was motivated by a love of country, asking them to stop with the period of the emergency and to enable aid agencies to buy local products.

Was false.

Mr Preval, since taking office for his second term, has been interested in one thing only, enrich his cronies.

Thus, it is the benefit of his cronies and his friends who are the main suppliers of tent camps today that Mr. Préval had taken this decision.

For, if he would support local production, the best way to do this was to facilitate the movement of thousands of homeless to the provinces and directly supply local markets.

This decision would not only given a dynamic provincial economies, but would be the largest ever taken a position in favor of decentralization of the country.

But, unfortunately, Mr. Preval has always opposed the program of deconcentration and decentralization of the country.

Today, Mr. Preval and his acolytes are writing the last page of the tragedy, the Haitian people that the actor will be involuntary.

Their plan is to create a tent camp at the foot of Morne Cabris and Ti-Tanyen they aim to concentrate hundreds of thousands of displaced people in temporary shelters in the capital.

Among these people, there are children, pregnant women and tens of thousands of people sick. These are areas that are infested with bugs, scorpions and mosquitoes.

And given the ambient heat and the rainy season, is an environment very conducive to the growth of bacteria.

So there is a strong likelihood that outbreaks occur and spread rapidly in these camps.

Thus, the government of Mr Preval, who has presided over the construction of these camps will be responsible for an act of GENOCIDE.

Whenever you encounter a member of the government of Mr Preval, it leaves you the impression of someone who does not care what happened last January 12 and is even slightly mocking compared to the situation.

This kind of attitude that says this type of statement from the President's entourage: LTD. An acronym that translates into English as "Let them die" and in French by "Let them die." For its part, the people turn their good glass in dubbing President of the rudest words.

So it is no wonder, when we arrived in NY to hear some young Haitians who work at the airport you wonder why the country is still under the stigma of living with such a president, followed by a crude pejorative.

Thus, it appears he will not take too long for the President, if he does not resign, or resigned by the people ...

It's a pity we get to this extreme when it seems that the first mission MINUSTHA would protect the government the most corrupt the country's history and could, in fact, use its weapons against the population to maintain Mr Preval to power.

We know that the aid money will not fit into the country very quickly.

And it is clear that Mr. Preval and his team are looking forward to the season beginning the flight so that we have the first Haitian millionaires.

Therefore, the presence of Mr. Préval as President is an obstacle to rebuilding the country.

And today, the international community must ask itself if it does not currently support a head of state of Haiti in an act of genocide against its own people.

We know that it must also be wondering, is it not better to have in place, even an inefficient and corrupt government instead of a regime change that could lead to a unstable country?

But this is a big misjudgment that has always benefited so far to Mr. Preval and his cronies.

For we know that Mr Preval is not honest and his cronies are not afraid to use all means to stay ahead of the state, corruption and assassinations are part of the arsenal of choice for these gentlemen and ladies.

But we arrived at a time when the people are flush to the teeth and is not afraid of the consequences.

Soon, the international community will see what this means, if Mr Preval is seeking to remain in power indefinitely.

For in our country, history has a tendency, more or less, to repeat.

Finally, even wounded, the Haitian people have suffered enough to prove once again that he will uphold his right to choose their government.

The best for everyone that Mr. Préval would choose to resign.
