Mr. Joseph Carlos,

J'ai lu ton message en entier and je compris tout ce que tu dis. Accorder-moi la permission de te repondre en anglais puisque mon francais n'est pas tout-a-fait excellent, merci!

Mr. Carlos, you have written a wonderful but interesting piece.

It is very progressive but flawed and not practical.

First, let me say, with all due respect, as minister of human rights, shouldn't you be lobbying/pressuring the government to provide education to ALL Haitians?

After all, education and employment are human rights issues therefore it should be your job to make sure the government meets its commitment to these issues.

Second, education is knowledge, and knowledge is power.

Those in the government know that and this is why they refuse to provide education to their people so they can always stay in power.

They fear that if the people are educated they will then take their government jobs/posts away from them. However, I agree that education is the foundation of development economic of any society.

Third, having an education doesn't guarantee employment to no one. Education, however, increases the chances of someone to find employment much better than someone with no education.

For example, I have a son in Haiti who completed all of his education (phylo or bac II) 4 years ago and trained as a paramedic.

I am still supporting him till this day because there are no jobs in Haiti.

Right here in the United States, today, there are tons of people with college degrees who cannot find employment.

Fourth, you go against the very fondamental principal human rights stand for which is the organization that you represent.

You are about dihumanizing human beings by stripping them of their integrity, dignity, and the worth of the person away from them. When you impose all of these humiliating and degrading rules and regulations on state fanancial aid education, you just made it whole lot less attractive to everyone.

You have got to be kidding me. I, personally would prefer not to get an education before I would touch your financial aid education.

No one would want to go to jail and get humiliated by having their names published everywhere because they cannot repay those loans.

The fact is, 99.9% of those students will be unable to repay their debt after graduation, why?

Because there are no jobs in Haiti and no opportunities.

Mr. Carlos, I have a master's degree using financial aid and student loans from the government.

I am, today, $60,000 in debt and even though I am working, I am still unable to repay it. The government makes no threat to put me in jail, or to publish my name all over the campus walls, or on the newspapers, on the radio, and television.

The government instead allows me to file for what's called "DEFERMENT."

You don't imprison people for debt they owe. Common sense tells you how will they be able to pay you back while in prison?

Haiti is the only country that I know of that is still using that method of jail to settle debts.

Mr Carlos, unable to repay money owed is not a crime.

I suggest that you come up with new rulse and regulations if you want Haitians to take advantage of any government education loans programs.

As minister of Human Rights, your job should be about protecting human dignity, integrity, and the worth of the person and not calling to strip human beings of their basic values and worth.

I am very dissapointed of your approach to assure education to the people, Mr Carlos because Haitians have been humiliated enough.
