Yes, we do have "Contribution" Which is the equivalent of the IRS in the US. Previous government have attempted to computerized contribution system in the past to wake up the next morning and all the computers all of a sudden become non-functional.

I am glad that François said it clearly in his previous exposé.

This so call elite in Haiti is not really connected to the country, it is our responsibility to bring them in line, and if they refuse, we should go head on with them. In Haiti right now, it is quite impossible to have a clear separation of power due to this chronic poverty.

What you have suggested is good, but will need to be done in step, unless you inplement a progressive dictatorial system which is bound to fail, as result of human hungriness for power and a tendency of wrong doing.

I think that we need to have a developmental program with keys steps at strengthening the govermental institutions, that way you will insure that every government employees, as well as every institutions functionning in the system is a watchful eye for the system as a whole.
