For the first of your question, I will answer: No. When a so called souvereing country is control by multi-national forces you can't talk about independency..

We are still under US control since Baby Doc left the country.

The succesion of the CIA agents among the Haitian military Armee that we have seen, was dictated by Washington.

Aristid knew about it that the reason why, he dismented the Armee.

President Preval is now under the same pressure, this the reason why you can see him getting closer the non alligned countries like Venezuela.

If you guys can understand that, you'll see that Preval is a Patriot with his hands tied, the money that they promised hin is comming very slow and when he get it, this money goes to pay salary.

Sometime I condamn him, but I know what he's going through.

I did send a letter to the Primed Minister asking him to control the money that comming to Haiti vvia the international aid agencies in order to be able to free some money to use for the development of our country.

For the other part of your question, I will say NO, but I will add that Preval doesn't have a good administratif teem to do the job. Ce gres cochon qui kuit cochon- si Preval pa ka aplike sa, nou pap vanse douvan.
