It does not matter if it is Preval or someone else. Haiti is under occupation.

Whoever it is will still have no power.

What needs to be done is find solutions to work with the international community to feed the poor, agriculture, employment, open up the country to international investors, decrease the corruption, improve security, create tourism, etc...
