First of all, Ti Rene is wrong, because in 1991 when the coup occured, he was not elected to office by the Haitian People, Aristide was. He was only a prime minister chosen by Aristide(The President and the President of the Senate) and later was confirmed by the Haitian Parliament.
Again, Ti rene was not an elected official in Haiti during the 1991 Military Coup. Which means his claim is false and make no sense.
And after the coup, he was still the prime minister of Haiti, he was called to attend an urgent session of the parliament, but he has chosen to follow his master to exile, this was his choice, not the army.
Aristide has the right to a such statement, because he was the elected official who was deposed by the coup. Not Ti Rene. I hope he is not repeating what Aristide asked him to repeat from South Africa.
Now, you wrote some notes the about army as an institution that will consume about 70% of our national budget.
Now, I would like you to tell me what is the percentage of the budget that Aristide had spent for his para-military gang "The Chimeres".
Because 'Amaral" one of the chief of the Chimeres stated last year that he was making about $ USD 4,000/month which is basically USD 50,000/year.A decent salary for someone with a graduate degree in the U.S. Unless "Amaral was doing a heck of job"
Please give me a break.
Regarding your premises:
I do agree with # 1 and # 3, But # 2 can be done by using the army. Hugo Chavez has done it in Venezuela and it worked.
You do make a very important point when you mentioned the army as repressive.
I know, it is true. But, you have a repressive army whenever you have a repressive leader.
And finally, the conditions that you proposed to bring the army back are a way to say "No".
Because it will take a long time for us to reach these objectives.
I do not think we should wait that long. Or maybe we should wait until then to have a president.
I do not think Ti Rene would agree.
