That shows to anyone how incompetent are the Haitian public officials who are managing the public affairs of Haiti.

Haiti is a lawless state and Haitians do not like to abide by any rules at. Haitians are racketeers and they like corruption than anything else. They like to complain but they do not like to respect the rule of law. Haiti will never be a prosperous country if it has to be governed that way. The past 50 years with Duvalier and Preval, Haiti became worst and shame on them...
