Let us Address the Trash Issue in PortauPrince

Dear Ti Lulu, whomever is interested in the topic of trash, My name is Jean
Your observation of the streets of Port-au-Prince is absolutely correct.

My wife has just returned from a trip to Haiti, she loves the country, but she could not imagine living in such a filty place.

It hurts me when someone refers to Haiti as Filty!!!

Haiti is a beautiful place but the situation in the Capital of Port-au-Prince is a complete mess or for better words Port-au-Prince is a Chaos

I personally cannot blame the President for the entire situation because the people itself should know better,
NO government can maintain cleasiness unless the people is willing to embrace it,

I agree that there should be regular pick-up times and days of the week where the trash is collected, and there should be enough Garbage trucks to handle such a populous city, however, one man is not enough to solve this mess, it is absoletely beyond one president to achieve this task until the persons who are responsible for the demise, are held accountable for their actions.

I believe that the Presiden should issue a Task Force to monitor this particular situation.Task Force would inforce the littering laws by charging fines to merchants, and individuals violators, who soil the streets of the capital From Champs de Mars to Cite Soleil no exception.

These Watch dogs Team should be well prepared and educated to deal fairly with the violators without excessive police force.

When they observe or someone reports a violation to them, the first approch would be to confirm that the report is correct by checking for witnesses if the violators dispute the truth of the violation, they should be treated fairly and calmly, If they admit to have done it, then the violators should be granted the chance to pick up their trash, and dispose them in established dumpsters that would be installed throughout the city corners if they comply that should settle the matter for a first time violation (their name and ID should be recorded and a written warning should be issued and recorded in a computer tracking system.That computer system will track the violations, if they are caught a second time doing similar illegal dumping, they would be fined $25 Haitian Dollars based the serious of the violation and up to $100-1000 Haitians Dollars for major violations, if they are caught a third time, then they should be arrested and have to appear before a special tribunal to see a judge that would determine the extent of the violation and address the situation, at that point the judge would have the discretion of releasing the violators, fine, or jail the violators in questions or dismiss the case altogether, and the record would be removed from the files.

Those violations would be considered as a public record where the names, address, phone numbers etc would be available for further enforcement in the future.

The procedures would look like this:
Educate a new Team of Special Police Officers whose jobs are only to patrol the city 24 hours a day (3 shifts) to maintain cleansiness.

They should be armed with authority to arrest, charge, and fine the transgressors according to the violations committed.

Establish a Special Court System to handle just that. The fine money would be used to fund the program, and the businesses in the city should sponsor such program by giving monthly donations to support the forces responsible to monitor the city.
That's how Hygiene would be restored in Port-au-Prince.

I would be willing to assist in training the new officers for such a task by making personal contributions, and by giving donations from my businesses in the USA.
