Dear Laurent; I hope that, like me, you are able to fluently read both French and English.
This hope is connected to my desire to have you read and understand the complement that I am about to post on your analysis.
Rarely are there people on this site who actually understand the issues.
I think your analysis on the Clinton nomination is correct, and that it is truly important that Haitians remember all the issues that are connected to pass American involvement in our affairs--including the most recent failure of the Clinton policies.
That said, I must point out that the reason Clinton failed was most likely because he was misguided (literally).
That is the same reason that many previous Americans wishing to help Haiti also failed.
Many in the Black Caucus have and have had the wrong approach to Haiti, and they consistently make things worst for Haitians.
Hence, the American-Haitian problem is not just Clintonian.
I truly believe that Clinton had and has the best intentions towards Haiti, and that in fact it is because he wants to repair his past errors via our country that he sought this nomination.
The question than becomes how to help him so that his decisions have the impact that he would actually like for them to have. The only way to do that is to make sure that he is surrounded by people who actually have expertise in the areas that he is interested in fixing.
As Haitians we know that the biggest problem with getting things done is getting people who are actually QUALIFIED to the right positions.
Most times we get mediocre people making major policy decisions.
The reason for this is the constant false educational claims (like a president who never graduated from any university--not that he himself ever said he did), or because no one in Haiti ever bothers to distinguish between someone who went to a serious accredited university and someone who went to the local uncredited one. There are other issues with who will be advising Clinton.
But having the right advisers will be crucial to the success of his policies.
Again, I complement you on your observations and look forward to reading more from you.
