With all due respect you are confusing cause and effect.

The term or tactics of "pre-emptive strikes" seem to be borrowed from the American republican you know who. There many good law bidding citizen living in cite soleil who would rather die of hunger than to involve themselves in criminality.

I visited the cite soleil population and volunteered my time there years ago. Have you?

The plan should be to get rid of shanty towns like cite soleil by allowing the good people to relocate slowly but surely preferrably back to their local provincial towns and villages with tools to work the land and build those terraces in the mountains and consequently effectively isolating thoses involved in crimes.

Nobody likes his/her land to be occupied by a foreign army.
Unless we implement a method to distinguish freedom fighters from criminals, we will not achieve any real progress in bringing peace to Haiti.
