The Question of Double Nationality

What would happen if a movement was started that led to all Haitian Diaspora members no longer sending money to Haiti until the government gave the double citizenship.

I know that it would be hard on those in Haiti, but in the long run it would benefit them. And actually, if the majority of Haitians who are getting help from the Diaspora stopped getting it, they might put enough pressure on the government to change the law. Just a thought...
