We agree it exists, let us forget the idea of THEY (YO = Unidentified Haitian Excuse)

I truly think the cause and origin of this problem is our inability to maintain stability.
a system of government if not the president and his cabinet, he is only one branch of a democratic government, I believe there are 3 branches and all all 3 need to strong and stable.
If President Preval is only making steps to protect his presidency and his 5 year term then he is not not going a good job. He need to make steps to assure the stability of future heads of state.
In a sense, his administration need to have a long term vision so that we the people of Haiti can induct him in the "Best Haitian President" hall of fame.
D) find a feasible solution
My proposed solution is:
1 - Strong parliament
2 - Strong armed forces, not just police
3 - Some kind of secret service to prevent destabilisation
4 - perhaps you guys can add to it if you're interested
E) plan and implent your action to solve the problem.
As a civilian, I cannot to that part but I a sure that there are a lot of Haitian politicians in this blog who can set this in motion.
