Don't let these countries fool you, and please don't allow yourself get trapped in their nonsense rethoric.

There is a "Reconstruction fund" in place a longtime ago administrating by Clinton with a group of people from Clinton's administration, etc..

This is the organization that is created to receive the money.

Why haven't those country donors released the money to the organization?

Brazil is the only country that has released a big junk of its pledge so far.
