From my understanding by an earlier article I believe releasing money without the proper financial administrative body in place to ensure that the funds are channelled to Haiti's development would be detrimental to the million of poor people in this country and the under developed infrastructure, therefore there could be a very good reason for not releasing it.

And concerning the motive of Preval, US, Canada and whoever to me its not an important focus compared to the immediate needs to the development of this country, because those entities are making contibutions despite under whats motive the truth is to harness all this into Haiti development, lets deal with the internal problems then the external would lessen.
