You made some very good points and I agree with you in most of your assertion.
As you mentioned, I do agree that Haitians should work side-by-side with the donors to rebuild their country, after all Haiti belongs to them, fair enough!
However, as you pointed out past history of Haitian government handling foreign aid monies, for that very reason, it more tangible why the Haitian government should not have any access to the money whatsoever, let alone managing that pile of money, not now not ever.
We cannot keep repeating history over and over with the Haitian government.
We all know very well this is the biggest institution in Haiti that cannot be trusted ever.
I think the reconstruction committee should distribute the money to each entity/organization/contractor/company responsible for each phase/project of the reconstruction.
For example, money should be given to the company/contractor responsible to do the clean up, to the one building the roads, to the one building electricity, to the one building school, etc. etc...
The Haitian government can only play the role of consultant/guidance/advisor.
In my opinion, it will be the biggest mistake of the century to put the Haitian government in charge of the money.
