Paul Gustave Magloire: FOR A NEW GOVERNANCE IN HAITI

Interior Minister of Haiti, from June 2005 to June 2006 and Founder President of the Company Prospectives System International (PROSINT) Paul Gustave Magloire was presented recently in Florida, a sustainable development plan for Haiti, in the course of a meeting organized for community leaders, researchers, journalists, members of the business, etc..

During the discussion, Mr. Magloire said, from the outset, it prioritizes new approaches to decentralization and deconcentration of Port-au-Prince, the capital and the role of mayors in local governance, continues to support political parties, environmental protection, modernization of transport services, agriculture and livestock, trade, construction of a series of modern infrastructure, focusing on health, education, upgrading of culture, sports and youth, to create a new environment.

He especially emphasized the need to strengthen the capacities of institutions and organizations in the municipalities to meet basic needs and provide basic services throughout the country.

Paul Gustave Magloire played a key role in organizing legislative and presidential elections of 2006, including all policy areas of the country and also inaugurated a program of decentralization of the capital, Port-au-Prince, by strengthening the municipalities of different towns of the country and launching a vast program of construction of administrative complex city and county, whose prime example is the complex of Cap-Haitien.

He had also, in this context, instigated the building of the road from Cape Ouanaminthe, in collaboration with the Ministry of Public Works, and initiated with the support of Bank of the Republic of Haiti, a telematics network to provide national Internet service via satellite, to serve all municipalities and provide services at reduced prices for young, small businesses and employees of public and private sector, especially to encourage continuing education and excellence in the workforce of the country.

Paul Gustave Magloire, who was for eighteen years one of the influential personalities of Haitian communities overseas to the United States of America and has worked at the Information Agency of the United States, (USIA ) in Washington, DC for 7 years where he has been honored on several occasions represented the Haitian government in May 2005, Oslo, Norway, during the UN Conference on Integrated Missions.

Mr. Magloire had strongly defended the principle that during the course of a national dialogue in post-conflict domestic or international.

In the past, just after the fall of the Duvalier regime, Mr. Magloire was special adviser to the industrialist Thomas Désulmé and supported all stages of planning his party, the NTP, National Labor Party, that he has represented the Group of 57 which brought together activists sector emerging democratic and took a leading role in adopting the 1987 Constitution.

He had, among others, prepared for members of the Constituent Assembly the text "Prospects for a Haitian Renaissance", a heartfelt plea for devolution and decentralization of the country and establishment of participatory democracy for a improvement of living conditions of the population.

Paul G. Magloire, born December 2, 1953 was winner of his class at the Ecole Normale Superieure d'Haiti, where he studied Social Sciences and Philosophy.

CHANGING THE FUTURE
According to Paul Gustave Magloire, now we must "change the future", continue to fight social injustice, while reserving an important place in international relations, choosing its allies, refocus a new development planning, environmental protection, take into account the immediate risks and disasters at all levels and provide acute and continuing attention to the issue of human rights.

EFFORTS OF CO-DEVELOPMENT
In terms of decentralization, Magloire said that efforts of Co-development with many parts of the world have been undertaken with more than sixty Haitian town twinning, however, says it "we discovered when we were Minister of the Interior that the regulatory and policy framework was lacking, because the whole twinning identified, only about 15% had been established under an agreement signed and in most cases the areas of cooperation were insufficiently specified.

According to Paul Gustave Magloire this will require leadership by engaging in useful time in supporting the transformation of education for all and convince all Haitians to participate: "As a civilian contribution to the fight against poverty and for peace, we encourage our countrymen to take actions bold and innovative.

Our support for reviving the economy, focusing on the needs of Haitians, accentuate the special attention that we are already giving to the sector of social economy.

Drawing on lessons learned from past actions, we want Haitians to get involved in more meaningful and enduring development and local environment.
