I'm sorry to say that because of a major project that I was working on, I did not have time to read any books that came out after December 2007. I took a quick look, its available online.
However, if you just want to get the facts about the role of foreign aid in underdeveloping Haiti, a good way to do that is to collect the articles that are generated by those who review the results.
Manny annual reports are written about these NGOs and government agencies; if you take the time to read them (as I have in the past) you will be amazed at the detailed information they provide.

Larry, there are a some good books out there about Haiti. Try reading Trouillot's Haiti: State Against Nation. An excellent source of information. I disagree with him on a few things. But his research and facts are always accurate.

By the way, when I was in graduate school, I was suppose to meet with P. Farmer for a work related thing, but I had a weird car accident and didn't go. There are very few people whose work in Haiti I admirer and respect; he is one of them.
