I have often though about ways that Haiti can begin to prosper and your plan has crossed my mind before, albeit not as detailed as you described for I'm not as familiar with this subject (as you appear to be), but in similar thought process.

Prior to reading your comment, I've thought of relatives that I have living in the mountainous part of Haiti and how if they were able to cultivate the land, not only would they prosper, but it would beneficial to all.

I believe your plan just might be the way for those who have the will to pursue a better Haiti via cultivation.
