The Idea of a National Gendarmerie in Haiti?

The idea of creation of a National gendarmerie in Haiti could be a powerful tool to help fight crimes, to stop the social disorder and indeed to help in the event of natural disaster such as flood, earthquake etc....

It is possible, if the gendarmerie tends to work jointly with the Police in sharing information, providing assistance to the Police when needed, be impartial and not getting involved in political matters.

The panorama of that new force should respond to the need of the population and not appear as a typical imitation of other countries that might not be appropriate to the reality of the security and safety issues that Haiti is actually facing.

Even though, the international community will have to play an important role in training.

It is important for all sectors specially the industry of private security, entrepreneur of all types of businesses, who's dealing on a day to day basis with security issues; have to take part in the decision making for the realization of the creation of that gendarmerie.

Unlike the police force which is under the minister of justice, the gendarmerie should be under the minister of interior of the national defense.

The Director should be appointed by the legislative chamber.

All recruits should at least attain an education level of Baccalaureat II for lower rank position or complete two years of university to be an Officer.

The highly educated they could be, the better the result can be expected while serving the population, especially when they come across the use of discretion, making good judgment and being well rounded of certain topics.

Independent of the justice influence, the National Gendarmerie should have special duties to patrol the Haitian borders, firefighting and provide security services to local area of less than 5000 people.

However in a criminal investigation, it is necessary to hand the case over to the Departmental Section of judiciary police (DCPJ).

The image of the institution must be clear and well defined to eliminate all implications or altercations that might take place with the Police.

The public has to be informed of the importance and the role of the Gendarmerie in the community.

Their cooperation constitutes an element pivotal to achieve that unique goal which the country has been waiting for decades to have its Security and Safety improved.
