I had not thought of that angle, but it makes a lot of sense now that you mentioned it. However, there's another aspect to why the government is deliberately keeping the country insecure so that the foreign forces can justify their stay in Haiti.

The second reason is that Preval knows what he did to the country.

He knows that eventually the people will have enough of him and go get him. He knows that at that point the only force that can save him is this foreign power that he has served so well...

that is why they must create crimes so that the foreign powers have a reason to stay.
