Can president Preval unit the Haitians' leaders?

I am a political science student at Florida State University and Electrical Engineering.

I wonder if one day we are going to unify the country by creating a stable political environment in order to have free trade market and economic growth.

Why President Preval can not try to amend the constitution for having 2 big Partie in the country.

One conservative and one Democrat.

Just forget the constitution for a moment.

Let's try it.
I want the president to answer my question.
