Perhaps, a group could be created (like the "CCC" the Civil Conservation Corps) which would create jobs (removing rubble and planting trees).

Google "Civil Conservation Corps" or see the PBS website...it has a video on it. It helped the USA. It could help the youth make a difference in their country and help them adopt a positive work ethic and world view.
