There is no question that Haiti is under siege---Negociation is Required.The best way to gather credible information is through negociation.The best example is an hostage situation.Law Enforcement Authorities must negociate with the hostage takers not because we love them....You can't fight the Unknown...

Without negociation---The criminals have the upper hands.

Negociation is a tool in Law Enforcement.
