Haiti is so small it should be divided into 3 states.
Cap-Haitian, Gonaives and Port-au-Prince.
Period.
Those three states would get developed based on their aerial views, with special considerations given to fauna, flora, petroleum, gold, and other mineral reserves.
All the outer islands could become tourist luxury resorts, with temporary housing villages for the people who would be working on those islands.
All that would definitely help develop the economy of the main land. Give the tourists something that is not available anywhere else in the Caribbean: Castles and villas with a Caribbean flair,(no big sky scrappers hotels) and luxurious and Utopian makes believe villages along the line of "Disney World" but with an adult love theme.
To attract tourists from their cold climates, from their big skyscrapers, and high density population, and highly industrial world, Haiti has to offer them something to escape from. Something that would attract more tourists.
A Nubian, Egyptian dressed guards, and Caribbean sarong wearing waitresses, orchid flowers and numerous Caribbean fruit trees and coconut trees growing everywhere, with earth tone castles and villas and beautifully designed street lamps with aqua light bulbs and an exquisite international cuisine with a few revolutionary Haitian local dishes are some good ideas.
The tropical weather and the natural beauty of the islands will do the rest.
