starting a small business in haiti

Good day Mr Preval,
I am a young female who love Haiti very much. In 2003 I moved to Haiti.

I was there for three years in the town of Marigot wich is where my parents are from. I even reached the point of starting a small business and also teaching adults how to read and write.

My question is :how come their are no organizations set to help young people (for example on how to start a small business and a group of financial institutions set aside to help with the financial aspect.

Unfortunately, I had to closed my business and return to the states, but I do have plans to return in the next 5 years.
