Haiti has seen many secessions throughout its history, just like you suggested and that has not helped a bit. What about Les Cayes and Jacmel?

3. Taxes are already law in Haiti; you should read the Haitian fiscal laws first.

Social Security number was created only to keep track of FICA contributions from working people.

Unless, you wanna imitate the US system, SSN is not necessary in a nation.
