I agree with you James in part. Haitians will never donate money "directly" to get Tortuga island going to benefit the rest of the country.
It would take a really united Haiti to do that. The type of Haitians that were enslaved before 1804 who had enough of being beaten upon, raped and murdered.
Those Haitians 200 ago were real Haitians.
They truly united and truly kicked out the French slavers.
The Haitians of this day are different and selfish.
I am not expecting them to volunteer on their own to donate money for the Tortuga Project.
But I believe what can be done is to somewhat force them inderectly to raise the money.
2 billion dollars is being sent yearly through Western Union and CAM. 10% can be set aside for the Tortuga Project automatically.
All we have to do is a marketing scheme to say that we would like to get the Haitian economy going and we would like a vote of the Haitian diapora who would like to set up 10% of the money they are sending aside for the Tortuga Project.
All we need is 51% of the votes.
Another way is to have a check mark on the money transfer form they fill out for Western Union and CAM. The check mark will state "would you like to donate 10% of the funds to The Tortuga Project to get Haiti out the nightmare situation it is in".
Something like that. In the United States, from what I remembered, when you do your taxes.
There is a check that states, would you like to donate $3.00 to the Presidential Election.
A lot of people do actually check that box. Millions of dollars have been collected that way. Think people!
