Hi Tiba,
I liked some of your proposals, however, I'm with the pastor on this. If there are no penalties people will keep stealing the money given to them for projects.

Every cent should be accounted for, or severe punishments should follow.

Just like the CEO who went to Jail for their pyramid thievery in the US.
