Martelly refer to the fact that Haiti has never set up this High Court "Haute Cour de Justice" which is the highest court of the land, and that in his administration he would make sure that that court went into effect because certain cases can only be heard by this High court that never went into effect.

So I see why Haitian education is messed up, How does she teach constitutional law when she doesn't know it herself.

Haitians are quick to be fooled by folks who speak French well! People do question whether she really did have a law school degree or if she just attended school at Sorbonne.

Celestin did pretend to have an engineer degree at a swiss school and I know plenty of Haitians who get to Haiti and lied about graduating from school.

Mme Manigat in her know-it-all arrogant intellectual voice try to antagonize him by asking repeatedly "what is the "Haute Cour de Justice" then she wrongly answer that it is the Senate! and all her dummy fanatic applaud because they don't know the answer either.

Martelly did not pull this info out of his behind, He is surrounded by true Haitians intellectuals and Haitian experts who actually the knowledge and capacity to run the country.

Martelly is the front man because he cares for Haiti, he has the charisma and the ability to pull everyone together to build a better country.

The Haute Cour de Justice" is a separate entity or body made of three people, the President of the Senate, the President and the Vice-President of the "Cour de Cassassion.

that is what the law says, and if the case involve the president or VP of the " Cour de Cassassion" then they would pick two senators to hear that particular case.

haiti has three branches of government like many other places in the world, the executive, the legislative and the Judiciary

the Senate is part of the Legislative, while you can consider the Highest Court to be part of the Judiciary.

SO NO, The Haute Cour de Justice is not the Senate!
