You are very precise on that point, and you are on target.
Why millions of the aid money wasn't directed to heavy equipment is beyond me. I can only assume, quite seriously, that American misunderstanding of the priority issues has lead to misdirection of resources.
I mean that very seriously.
American leaders need to LISTEN before action is taken, especially in the case of such a fragile country, our Cousin, nonetheless.
