Regarding Haitians It's never too late to late to contribute your part of the deal, Yves,
As President of Haiti I will not just amend the constitution for dual citizenship but I will issue a decree with long term (permanent) action to include all Haitians in the affairs of the country.
This is a different subject for the now 2010 election voters Participation.
