There is money in talking about Haiti with HAARP so that is what she is doing.

She knows nothing about HAARP and very little about what causes a great earthquake.

HAARP has nothing to do with weather.

Both the US and Soviet Union created a research station to probe the radio frequency propagation characteristics of the ionosphere and see what effect if any the Auroral discharge had on this. They did not jointly develop anything.

I don't know who Junious Ricardo is, but I would bet that it is a fake name, maybe even Leuren Moret or Bob Nichols is the real writer.
