Preval's low-profile during the quake

This is the first time that I am writing on this particular site. I am not sure whether Mr. Preval will read this blog or not.
I did not really understand why President Preval was not in the streets directing the traffic, mobolized the people so that he could talk to them to directing them to places.

People on the streets seemed like they were by themselves totally devoid of governmental direction.

Now that I think of it, Mr. Preval staff was not where to be found either.

Exactly, What was the deal?
