I think you hit the problem in the head. How successful can a country be when the people representing the people, the people creating the laws cannot write or read the laws?

I am okay with a country speaking more then one language but the law of the land and the laws that effect the people of the country should be written in the language every one speak.

And please keep in mind these Mexican kids you are talking about communicate with their friends in English, and once they step out of their house English is all around them, still they tend to be behind in the early grades and fall even farther behind in the higher grades.

Keep in mind a Haitian person can grow up in Haiti and never hear a full 5-minute conversation in French.

You are right about the fact that Haiti's educational system is failing our people.
