Enforcement of the law will be the first step towards democracy, as far as i am concerned the whole Police Corps, and the governent are corrupted.

To bring democracy, you gotta kill every member thats in it. You recruit Haitians that weren't raised in HAITI to run the country.

Bring a new generation of Haitians from over seas to run the government with the help of the international community.

If you were born during the Duvalier's era and live in Haiti during that time, you would not be qualified to run for office.

Voting for someone who was raised in poverty to run a country is like asking a cat to look after your bowl of milk while you are not home. Once the poor man gets in power he would steal until there's nothing left to steal because he doesnt want to go back into poverty.

Rich people run for office not because of money, but because of power and prestige.

Haiti needs new leaders and right now, I can only think of the educated haitians living overseas.
