A country where majority of the people do not speak or understand a language well, isn't it clear to say that the country is not a French speaking country?

Speaking of my English, I do not care how I write it, but I do make sure I understand what I'm saying, and people understand too. Obviously, you do understand me pretty well, that's why you feel so bad because the true that you are reading from my post is not on your side.
