It's at his subconsious level.

He's probably not even aware of it. When other countries refuse to give the money pledged for aid directly to the government of Haiti saying they are not ready for direct help and wish to divert those funds to the aid agencies that serve the county they are in fact implying that they do not trust that thieving govt.Its a shame!(Thats what Canada implied recently!)
