Tiba, you did not mention one of the most important qualities that Madame Pierre-Louis or any other Haitian leaders must have: the ability to outsmart, out-negotiate, and outmaneuver the American dog-hounds which are out to wipe Haiti off the face of the planet.

Remark that I did not say outshout them, or out-gun them, but simply outsmart them at their own game. If a Haitian leader is not cunning enough to do that, than it will not matter how smart or how much good intentions they have. Now for a Haitian leader to know how to manipulate the American mind, they would have to know it; they would have to have dealt extensively with them at a personal level; they would have to have seriously studied their history; and they would have to have watch their high level negotiators.

I doubt that this woman has ever done any of these things.

She could surround herself with different people who have, but I doubt that she will.
