The DSNCRP is not Jolibois's work, he probably might or gave his analysis on it. The DSNCRP is the work of a committee in Haiti decided to find news ways to combat poverty and improve lives in Haiti, a project which the main author and sponsor or co-surrogate sponsor for it is the former Prime Minister Jacque Edouard Alexis I think, but I may be wrong.

It stands for: "Le DOCUMENT de la STRATEGIE NATIONALE pour la CROISSANCE et la REDUCTIONS de la PAUVRETE."
